Heroes execute a nationwide assault on the Paranormal Liberation Front's multiple bases simultaneously in a desperate preemptive strike. The operation spirals into catastrophic failure when Shigaraki awakens to All For One's complete power, becoming nearly unstoppable. The heroes locate the Paranormal Liberation Front's central hideout and launch simultaneous coordinated raids across multiple locations with hundreds of heroes. This represents the largest organized hero response in the series—the institutional system mobilizing its full force to prevent PLF expansion. For the first time, hero society attempts genuinely decisive action against organized villainy. At one hospital location, high-end Nomu (artificially created powerful beings) and Near High-End Villains engage hero forces directly. Mirko, the Rabbit Hero, charges into battle almost alone, fighting with suicidal aggression. She's severely wounded, nearly killed, but continues fighting beyond rational self-preservation. Mirko's battle demonstrates what heroic desperation looks like—refusing to retreat despite impossible odds. Shigaraki awakens during the battle enhanced by All For One's accumulated power. He emerges from his incubation transformed—no longer reliant on One For All to match him, his Quirk amplified to near-omnipotence. Shigaraki's first action nearly destroys everything around him, killing heroes indiscriminately. His power spike shifts the battle's trajectory instantly from heroic advantage to catastrophic crisis.
